It's very difficult but not impossible to get matured discussion in PDF on J&K/Kashmir.

No side has balls and I really say bluntly balls to make LOC as International Border and end dispute based on "as is where is" basis.

The mojo of both sides depends in propaganda derived from disputes. Solving J&K issue by declaring LOC as IB will help India focus on core issues within the country and eliminate poverty, impart quality education, employment to all and bring prosperity to every strata of the society. Pakistan otoh won't have anything bcz for people it's still not CPEC completely or economic prosperity to every citizen yet many voices feel CPEC should be prime agenda. If it was then believe me, ppl would have tried the IB thing in multiple summits again and again and again. Like Musharraf and Clinton solution..
Fact 5
Reluctance of the establishment and non state actors especially the so called terrorists who are armed against India in the name of J&K technically will be jobless. The risk of them turning into mad men case targeting government of Pakistan itself is pretty high especially since establishment themselves will find difficult to focus on new topic of attention.
The other side of the coin, India will also then need to give more guaranteed freedom to J&K ppl with many restrictions like article 370, Armed forces act will have to go and inclusive growth efforts have to be made. In simple words political focus has to change for India as well.

No arms manufacturer will ever like India Pakistan issues to be solved nor major powers including China would like that as well. The market offered is huge by both these countries in terms of arms and ammunition.
Major powers will not like India and Pakistan to combine in the same issues as both will bring their own supporters together implying a major common force in international and strategic affairs against the wishes of those who have upper hand as of today. That list includes folks from US to China to EU.
Think about trade pacts if India Pakistan and allies join together and renegotiate the terms. Can you folks forsee what kind of frightening situation it would be for developed nations who monopolises such practices.
I can write more facts but list will be very long... But then as I said will of people and government itself is to maintain status quo... No side has balls literally...
No side is sincere enough to solve this issue. Never was, never will be.....
