Steps:
1. Line up all pmln leaders & put a bullet in the back of their heads
2. Line up all patwaris & give them a 100 lashes for supporting pmln, 100 more for being low IQ dimwits & another 100 just for being patwaris
On a more serious note, the only fool proof long term solution is to simply grow your economy, specifically through production of goods & services. In addition to use by industry, ppl will have jobs & will be able to afford additional electricity that they otherwise wouldn't have used whether it's EVs, appliances, AC or just plain old light.
Also, reduce transmission losses so the electricity is actually getting to the consumer.
Building cheaper sources like nuclear or renewables isn't going to help in this situation b/c you're still going to have to pay for the energy produced by the IPPs. This would only matter if you're already using all capacity or once the contracts expire.
Don't know why ppl are talking of privatization. These ARE private, hence the word independent. Nationalizing them is a no go b/c it'll just reduce investor confidence even in other sectors.
Other things you could try as well:
Negotiate a new deal like PTI's Hammad Azhar did but those who haven't already agreed aren't likely to do so now.
Buy them out, except you don't have money.
Sell it to Afghanistan but this depends on their own economy & need.
