I had this guess. So it leads me to the follow up question, how did they get enough support in Punjab to form government? Winning an election means getting grass roots booth workers in every ward. It is not an easy thing for outsiders to accomplish. In India only Congress and BJP have this because of legacy of Independence and RSS.

Back in my early days I almost got into local politics “thank god I didn’t” and it’s all about having a “blessed hand” over your head - kick backs - paid tickets and a lot of channa pilau rice for the “masses” for photo opportunities.

Votes are bought for as little at 100 rupees in some areas.

Yeah most influential people enter politics for protection. So later in bad times no bad person can touch them. Or simply use your political power to develop your business by illicit means just like nawaz sharif and zardari promoted their sugar mills.
The whole system and from top to bottom is so corrupt that even as a honest hardworking business man at some point you have to enter politics for protection. Go try to start a business in Pakistan and you will know the corrupt officials and gangsters waiting in line to get money from you.
Even if the votes are genuine , they are not ideological votes, they mostly come from rural areas where most of our population lives and over there baradari system works.
