But in 1949 our country had no any industrial bases, I think the fomer 13.5 times is never easier than the latter 15 times, the second 30 years' economy achievement was absolutely built on the base of the first 30 years, the former's achievement was built on zero. If we had the petroleum chemical industry bases and water conservancy facilities like 1979（铁人王进喜事迹） in 1959, we would have enough water and chemical fertilizer in 1959-1961, so that there could have been so many people's starving. So never try to split the first 30 years and the second 30 years of the development of our country.
