I wouldn't say the Israeli systems failed. The IAF attacked coordinates in Balakot that they were provided. The munitions hit those coordinates (as far as we can tell). Now, if the coordinates were bad, then there is nothing the IAF or the Israeli munitions can be faulted for.
So that shows a poor intelligence and data gathering techniques employed by india.

Ah, it also points out that if the IAF had wanted to drop bombs down a chimney, it would have; if it hit targets, and they are not to be seen, there has to have been an understandable cover-up job. This is not unknown; already, when Kasab was identified as the only terrorist captured, Pakistani media went to his home town and identified and talked to his parents. The next morning, they were gone. Finally, considering that the coordinates were known, knowing that these coordinates being used would put it beyond human error to miss, either the target was cleaned up, or the intent was to remind Pakistan that anything could be done.
