Not wishing to take the shine from CDAC and Tata ( the makers of PARAM and EKA supercomputers, respectively ) but the microprocessors were of British and American design and manufacture, and the buses, memory and other elements were of commercial specification.
This is simple backdoor diplomacy - disallow high-profile transfers of the full Cray supercomputers but allow individual component-level commercial purchase.
Even the Chinese cannot claim any innovation for their supercomputer program.

LOL - where did the processors come from?
If they were designed and fabricated in India then this is something to talk about. If not then time to move on.
