So Pakistan was not contesting for the seat but was still seeking re-election?
And as far as the 183 votes and india winning the seat, seems true.

Regarding the elections to fill vacancies on the Economic and Social Council — held by secret ballot — the successful candidates included Belarus, Ecuador, El Salvador, France, Germany, Ghana, India, Ireland, Japan, Malawi, Mexico, Morocco, Philippines, Spain, Sudan, Togo, Turkey and Uruguay. They will hold three-year terms beginning on 1 January 2018.
The 18 outgoing members were: Argentina, Brazil, Burkina Faso, Estonia, France, Germany, Ghana, Honduras, India, Ireland, Japan, Mauritania, Pakistan, Spain, Trinidad and Tobago, Turkey, Uganda and Zimbabwe.

Nowhere it says that Pakistan was actually seeking Re-Election. Voters can vote for any Existing member or a new member state. Pakistan was an existing member so got a vote. It doesn't mean Pakistan was actively contesting.Not so fast...

Again..Nowhere it says Pakistan voted for themselves.Let's assume that what you are saying is true and Pakistan was not seeking re-election. Then shouldn't Pakistan be voting for one of the members standing for re-election than voting for themselves, unless the one vote casted for Pakistan was by someone else other than Pakistan?
