That's a logical fallacy. The OIC serves as a similar role to the UNGA, which means it's a forum for muslim nations to come together and engage in diplomacy. The problem with the OIC is that it has always been arab dominated, but that has in recent years seen a decline in Arab domination. The only real relevant player left is the UAE, as othe Arab nations are either too small, or are in dire financial crises such as we've seen with KSA.
By your logic, the SAARC is a massive success, because no one has left it, despite it being a practically dead organization.
