I am not saying that Authority will be holding it for long like months or so but it depends how they plan to disclose the news. Withholding the same for couple of days and then disclosing the casualty but in another account of action not what enemy claimed, still impact much. It works with reducing the anxiety that soldier was not killed by the enemy but like smuggler, insurgent or met an incident. Controversy will kick-up if an account in knowledge would speak or leak about it otherwise, who knows how many killed on border (far from reach of common people and media especially that had to rely upon official statement) and soldiers performing duty wouldn't be searching news on google that either the same is reported or not because of full time attentive and tensed duty.
Try to understand this and you will have the idea. A military (not naming) use to send soldier's salary regularly for more than couple of months that even few letters dispatched during same time frame and once the war/specific raid etc painted or manipulated as success, casualties disclosed to the families whereby, the word victory actually played a major role to overcome the sorrow of losses as being declared victorious heroes.
