Hasn't RAW’s standards fallen since Kao's departure?

I have noticed that Baluchis are quite loyal to Republic of Pakistan. Yet in 1970s, RAW was able to drive a wedge between Baluchistan and rest of Pakistan. Those days, RAW would Create Opportunities Where None Existed. Now RAW is unable to exploit animosity which actually exists.

Another notable achievement of RAW (of those days, I hardly need to remind): Pre-empting Pakistan's attempt to control Siachen.

Moreover, not just the leader but the entire or most of the RAW's team of those days consisted of men of caliber. Kao, Sankaran Nair, Girish Chandra Saxena, B Raman etc. Sab ek se badh ke ek. Aj kal tou lagta hai sab lallu-panju officers hai Indian intelligence agencies mein. Bariing M K Narayan, all seem Suresh-Naresh types. Is this the best India could come up with?

MK Narayanan was in IB & retired years ago.
I admit that since I.K. Gujral R&AW's wings trimmed but now they are recovered & extremely capable.
Its another matter they do not arrange press conference or in media lime light.

RAW lost Afghanistan to ISI, end of story. They will fail in their terrorism in Pakistan as well.

While reading your comments, it seems, you define an intelligence agencies effective by the amount of trouble it forments. Fortunately, that is not the 'only' role of an intelligence agency. Let's train and explain.

Collection of information
This is a process and takes time. Combination of ELINT and HUMINT are used as and when required. This requires years of recruiting and training assets in the field of other countries. Effectiveness is based on ensuring the right information is captured and then filtered through. For example, 1984. Followed by monitoring barber shops for radioactive hair. It also involves having the expertise in recording communication between forces in other territories. This could be through simple airwaves monitoring or more ingenious mechanisms. In all of these, the agency will never tell you who the source is. And even if they have the information, ti will not reveal it, lest its source be compromised.

Forwarding national policy
This need not mean revolts. It can mean, using the media and key opinion makers to put forward and influence debate. Pumping money into think tanks to get the world to see your point of view. This can also involve sharing information with your adversary sometimes. For example, sharing information you may have regarding assassination attempt on head of state.

Supporting groups which do not support our adversaries
This is problematic. Because, you may end up supporting a group with which even you do not see eye to eye.

Direct action is the last option. Always. Also, one needs to understand that the intelligence agency is an instrument of policy.

Its just that our peace loving governments have not really invested RAW. Or when invested, it was reduced by another idiot peace loving PM.

No, I like the PM who has practically turned around India's foreign policy and made the world sit up and start taking us seriously.

Secured billions in foreign investment, has started making starting and doing business easier, reduced corruption, has stewarded rising economic growth rates, taken a raft of reforms and is showing no signs of letting up pace after one year of being in charge.

But then that's my kind of PM.

Perhaps you prefer the corrupt, dynastic, minority vote bank fooling kind of leaders as your PM.

But then...the country differs from the likes of you.
