Has Pakistan navy or Iraq navy ordered Iran to build them new submarines ?

My thoughts.

"Midget" sized submarines are a very good option for our friends. Iran has midget sized submarines called Ghadir, but I think something larger, like the new Iranian submarine called Fateh will suit Pakistan needs nicely.

Fateh submarine has a displacement of 600 tons, designed for the Persian Gulf and sea of Oman.

Next generation of these submarines will be a larger and utilise AIP.

Fateh is "equipped with sonars, electric drive, combined battle management, surface-to-surface guided missile guidance, torpedo guidance, electronic and telecommunication warfare, secure and integrated telecommunication systems etc. Fateh submarine has speed of 11 knots (20.35 km/h) and is capable of travelling submerged at 14 knots (25.9 km/h). The submarine is armed with four 533-mm torpedoes. It can carry eight sea mines and two reserve torpedoes." The submarine can also fire cruise missiles. This submarine actually has 11 different sonar systems! For it's size, it is extremely well equipped sensor wise and packs a nasty bite!

I am not saying Pakistan needs to go for this specific Iranian submarine, but I think people generally write off smaller sized submarines and focus more on giant, nuclear powered systems. These smaller submarines are a nightmare even for the most advanced navies. A dozen or so of these submarines will give the enemies of Pakistan sleepless nights. I am not sure if this new is related to Pakistan however, it could easily be another nation such as Iraq, Syria, Venezuela etc. Iran could design a submarine in these classes for our friendly nations.
It's German navel strategy, many small Subs with lethal load instead of losing one big one in battle field. Uboat has reason of success in 2nd world war. World is coming back to same strategy. Majority of us talk about blue water navy, which is expensive to build and maintained. For Pakistan small agile vessels with precision strike weapon is best choice. Rather building massive vessels. But nodoubt Iran made huge development in ship building after decades of sanction.

Iran is a friendly country , however we need to improve trade , defense and cultural ties. Can't see any country better than Iran in the region towards Pakistan other than China. Arab dollars is coming at a price and we need to have a long term disengagement plan with these unelected monarchs. Pakistan should focus on Turkey, Russia, Iran, Pakistan and China group and create a Trans Asia Economic corridor.

Oil's value is slowly waning as alternate energy supplies form a significant portion of energy generation. The price of Crude oil will go down and stay down and many oil production sites and refineries will close down. As a consequence there will be regime changes and widespread conflict in the region as colonial boundaries are redrawn as per tribal and race lineages due to economic woes.

Iran is Important country and our neighbor and we sure need to increase trade and regional connectivity. But question is not whether Pakistan consider Iran friendly country or not, it's if Iran consider Pakistan friendly country or not. Iran recently have become soft towards Pakistan as Pakistan's relation with GCC countries are troubled, India have stopped/reduced significantly import of Oil from Iran so Iran is not happy with her otherwise Iran have been playing India card against Pakistan to exert pressure. So, thinking that Iran will not use any leverage it will have to impose own interest is just foolish.

Declining oil prices is not hurting Arabs only, they are effecting all oil producing countries including Iran and Russia. But anyway, we must have mutually beneficial relations and trade ties with Iran but it shouldn't be at expense of our relations with any other country. Iran and Arabs both have good relations with India, so they shouldn't expect Pakistan to care about their interest while choosing with whom it build relations.

Question in OP is "Has Pakistan Navy ordered submarines from Iran", I don't think so because I don't think Iranian government categorize Pakistan as friendly enough to sell submarine, neither Pakistan will be interested because rumors are that we are already trying to build, plus when we shelved gas project because of sanction then chances of arms deal are close to zero. So, friendly country mentioned in OP will most probably Venezuela.

what technology and specialized specification does Iran offer that the potential customers (regardless who they are) cant find from West, Russia or China?
so to answer my question. the manufacturer of these subs claims that

  1. the subs have unique periscope and optical system (specs not mentioned)
  2. the subs are the only of their kind that can launch torpedoes and cruise missiles
well Iran don't say what is its specification publicly but they say it in defense exhibitions in other countries and in Iran itself , Iran sells stealth cruise missile that are not yet unveiled in Iran it self so Pakistan military can access these specification but we can't, Turkey, west and Russia in other has overload the customers with public information
First of All Not only Pakistan is already on its way to replace its aging Submarine Fleet but Is planning to Expand it by Acquiring 8 SSKs From China. Secondly there is already a Program to Replace the Old Italian Midgets with Locally Built Midgets Design will most probably procured from Western Sources. Iran will not be looked at in this sphere.
As For the Local effort we have already seen an Unknown Midget Submarine From Pakistan.

agreed Pakistan navy seems to be very active these days , well Iran is working on unmanned armed submarines too and we now are sure that several friendly stats are ordering them.

Iran and Pakistan should go for a new submarine which is bigger than Ghadir Submarine.. like a medium level but designed and built jointly 50/50 contribution with futuristic design..
well Iran is already building 600 ton medium size subs and in work to build +3000 ton Qhaem submarines so if Iran and Pakistan is looking for jointly 50/50 contribution this +3000 ton Qhaem submarine is the one

I think the main question is why would Pakistan buy an Iranian submarine when it has the option of going for Western or Chinese? Is there any technological or financial gain to be had? Do the Iranians posses some newer technology or an existing technology but a cheaper rate than say the Chinese?

(Leaving aside any political or diplomatic costs).
financial gain is there for sure well actually if you look militarily Chinese and Iranian militaries have 2 completely different doctoring Iran is based on western platforms and China is based on eastern and Russian platforms
