Looking at that map, it looks like Hamtramck is a few streets. How does it get it's own council? Surely you just have 1 for all of Detroit and all the areas get representatives?

There are cities smaller than Hamtramck. Hamtramck has a population well over 25k. A similarly sized city, Highland Park, has 8-10k.

City govt.'s are formed more on the basis of population than the amount of area...

Every city in the US (no matter how small) has a council and a mayor.

Next level up administratively are counties, comprised of several (sometimes many dozens) of cities.

City services are sometimes operated by counties (police, fire, ambulances, EMT).

And all counties together report up to the State.
