The situation with Afia Siddiqui's release is comparable to the Kashmir issue. Even if India were to give Kashmir to Pakistan on a silver platter, the Pakistani establishment would evade the matter and continue to insist on a plebiscite, without ever allowing it to take place. They may make half-hearted attempts to preserve their claim on Kashmir, such as the Kargil episode.
