How could Pakistan law & order department not find any proofs against him, while he and his former group is declared terrorist by UN, he has a Red Corner Notice and $10 Million bounty on his head!!

There is only one way to deal with people like Saeed.
USA didn't negotiate with Bin Laden. Even Pakistan is supposed to be fighting the TTP albeit it is never clear what they really want.
Saeed may feel he is safe, he is eventually going to die the way terrorists are supposed to...
For now, he may send the 16 year olds to their death and pick and choose their widows, a perk of where he comes from.
