How about addressing their grieviences instead?

Grievances are being addressed (and have been to a large degree with the new resource distribution formula and devolution of powers to the provinces under the 18th amendment), with the non-violent nationalists, or at least those that are not attacking civilians and therefore are not terrorists.

There is nothing to be discussed with people who deliberately seek out civilians and shoot them in cold blood, and brag about it like the BLA and some other Baluch insurgent groups do - much like there would be nothing to discuss with Kasab and Co. about 'grievances'.

QUETTA: Police say gunmen have killed six workers in southwestern Pakistan in the second apparent ethnic-based attack of the day.

Senior police official Hamid Shakeel says gunmen stormed a home in Quetta, the capital of Balochistan province, and killed six workers who were painting it. Three others were wounded. All the victims were from Punjab province in Pakistan's east.

Earlier Saturday, gunmen singled out non-ethnic Baloch passengers traveling on a bus in Aab-e-Ghum, a town about 50 kilometers away, killing 10 and wounding five.

The attack is sure to add to ethnic tensions in Balochistan, where a nationalist movement led by armed ethnic Baluch groups has long sought greater provincial autonomy from the central government. – AP

Absolutely. Since the discussion started going towards Balochistan per se, my comment was about Balochistan in general and not for terrorists like the ones in this incident who should be hunted down like the animals they are.

Does this have anything to do with the Karachi issue or is this a separate issue altogether?

Xeric might be able to clarify a bit more (or not, depending on clearance level of info) but to me it seems that a deliberate decision has been made to not pursue (to a large degree) active military/paramilitary operations in Baluchistan while the new reforms in resource distribution and devolution of powers from the Center to Provinces are implemented and take root.

The rationale would appear to be that large scale and frequent military ops. would be high profile and inflammatory for certain sections of the residents of Baluchistan, and distract from the work being done on addressing Baluchistan's grievances on resource distribution and devolution of powers. If the GoBu is able to deliver services and decent governance after the reforms, then it would (hopefully) automatically dilute support for the BLA type groups, make residents resentful of their violent acts, and therefore allow large scale military operations in that atmosphere to proceed with a lot fewer objections and resident alienation.
