If the argument is that Turkish ships won't be able to pass through Greek territorial waters if they are extended to 12 nautical miles, it's not a good argument because of a concept of international law called innocent passage which allows vessel to pass through the territorial waters of another state as long as it is not prejudicial to the peace, good order or security of the coastal State and as long as such passage takes place in conformity with the rules of international law.
