'Great Wall of Ukraine': Russian border fortification less than 10% built - watch on - uatoday.tv

Officials say mammoth task underway despite lack of control of frontier in Donetsk region

It's a project dubbed the ‘Great Wall of Ukraine'- a defensive structure along the Russian border. Its purpose is not only to thwart any military advance from neighboring forces– but also a symbol of the new divide between Moscow and the European mainland.

Some 180 kilometers of anti-tank ditches have been dug, officials say. On top of this, 40km of barbed wire and 500 fortification obstacles have also been erected. Over the next three years, the project is earmarked to cost more than four billion Ukrainian hryvnia, currently equivalent to about USD 180 million.

Some activists have criticized the project. They argue that with hundreds of kilometers of border under militant-control in eastern Ukraine, the fortification serves little purpose. Despite this officials say the plan remains on track.

Viktor Nazarenko, Ukrainian border guard service head: "This year, we are mainly concentrating our work on creating engineering structures. Next year, we will strengthen protections, through the creation of smaller elements and the introduction of technical security and in the third year, security measures using combat elements will also be completed."

Ukrainian officials say the wall will also improve the business climate and bring Ukraine closer to NATO membership and EU integration.

Meanwhile, Ukrainian Prime Minister Arseniy Yatsenyuk has previously claimed the fortifications would further reassure Ukraine's European partners that it is in full control of its borders.

Wednesday, September 16. DONBAS — There are the newest Ukrainian positions near Mariupol. The Ukrainian military engineers developed and built these facilities.

All the firing points are made of special metallic boxes and covered with reinforced concrete, ground and wood. Neither Russian projectile can destroy them. The interior of these shelters includes sleeping compartments, wiring.

There are also slits protecting soldiers during Grad shelling. Dug-in positions are well-equipped and made of fireproof materials.

Ukrainian officials inspect border control equipment in California

Ukraine is shopping for border control surveillance equipment.

Distinguished Ukrainian guests toured the Aeroscraft facilities in southern California this week to receive a demonstration of the Elevated Early Warning Systems (EEWS) which will begin installation at the Ukraine-Russia border by the end of this year.

The system provides the border protection agency of Ukraine with updated radar and imaging technologies reducing the need of border guards.

At a brief news conference the First Deputy Secretary of the National Security and Defense Council of Ukraine spoke on the immediate necessity of the system.

First Deputy Secretary of the National Security and Defense Council of Ukraine (NSDC) Oleh Gladkovskiy:"We signed an agreement with AEROS to supply equipment which give us possibility to protect our border ... And the reason why we are here is because it's very important in such dramatical time for Ukraine when after the annexation of Crimea and also we are under the attack of Putin's terrorism in the east of our territor."

Tensions between Russia and Ukraine have been high since Moscow's seizure of Crimea in March 2014.

Ukraine's government this week banned Russian airlines, including state carrier Aeroflot, from flying to Ukraine. Last week Ukraine said it had imposed restrictions on over 90 companies or groups, mostly from Russia, and on 900 individuals, after militant leaders in the Donetsk and Luhansk regions set a date for what Kiev sees as "illegal elections".

Colonel General Viktor Nazarenko, Head of the State Border Guard Service of Ukraine calls today's conflict a new type of war requiring updated technologies.

Colonel General Viktor Nazarenko: "Today we are facing the new type of enemy's activity which is called a hybrid war. We've stopped this kind of activity in our territory and we're not going to let it spread further around the world".

The EEWS is a unique blend of radar and camera that allows operators to get a more updated sense of what is happening in the line of sight including classification of objects on radar.

Six more systems are planned to be added from next year for along the Russian as well as western borders of Ukraine. The Russia-Ukraine border is currently manned by border guards and outdated radar technology.

The new system would allow to decrease the number of border guards on the Russian border and increase the effectiveness of their work.

The project, which is supposed to protect Ukraine from Russian invasion, is investigated by country's Anti-Corruption Bureau

Ukraine's barrier on its border with Russia is supposed to protect the country from a possible repetition of Moscow's aggression.

However, the project, presented by the previous Prime Minister Arsenii Yatsenyuk two years ago, is far from complete.

Millions of dollars have been put into the building of the barrier, which has become a subject of an investigation, conducted by Ukraine's recently-formed Anti-Corruption Bureau.

‘There are some problems with the wall', the head of the institution Artem Sytnyk said in an interview with Interfax.

‘We are seeing certain discrepancies, but it's still too early to talk about the damage and the list of suspects', he added.

Sytnyk said, there was a lot of work ahead for his detectives.

‘Different people were responsible for different sections of the wall, and there is quite a big list of individuals that we need to look into and make decisions about', the Anti-Corruption Bureau chief concluded.

According to the project, the barrier is a combination of fortified walls, ditches and trenches and dedicated look-out towers for monitoring.

The construction process is stretched out for over 4 years, and costs approximately 4 billion UAH (USD 150 mln). Ukraine is reliant on financial help from the EU to complete the barrier.

In December, 2015 Kyiv reported about several hundreds of kilometers along the border, where the wall had already been built.

The project has been repeatedly criticized by Ukrainian politicians and experts as ineffective and possibly corrupt.

"We need to secure borders so that we can efficiently detect and fight smuggling and other illegal border crossings. At the same time, we have to make sure that legal crossing for people and goods is as smooth as possible," stressed Ambassador Hugues Mingarelli, Head of the Delegation of the EU to Ukraine. "The European Union has been a major partner of Ukraine in this endeavor, with contributions to integrated border management exceeding EUR 100 million, and today's handover of equipment takes us one step further to our mutual goal of security, freedom, and justice."

While both countries were a part of the Soviet Union, the border between them was conventional, simply dividing two administrative regions. So, no typical border infrastructure was installed there. Moreover, 20% of the border goes through rivers, and significant part - through dense forests.

Ukraine building smart 'wall' on border with Russia, more than 260km of anti-tank ditches are ready
KYIV. Dec 22 (Interfax) - Ukraine is creating a smart model to protect the state border with Russia in the course of Project Rampart, Ukrainian State Border Service chief Viktor Nazarenko said.

"As of today, 264.6 kilometers of anti-tank ditches, 111.8 kilometers of lateral roads, 40.6 kilometers of exclusion drag roads, and 75.7 kilometers of fencing have been built," Nazarenko said in an interview published by the parliamentary newspaper Holos Ukrainy on Wednesday.

He said that the project was called Rampart by the media.

"This is a smart model to protect the Ukrainian state border through a combination of mutually supplementary technical measures. It will be possible to control the borderline online and to rapidly respond to any violations," he said.

"The Derhachi sector in the Kharkiv region has been used as a ground for testing new techniques, which we have been implementing on our border in collaboration with scientists," he said.

"We deem this project to be very important. For the first time in centuries, our country is building a real border with Russia. It will truly enhance efficiency and will significantly reduce risks and threats," the chief of the State Border Service said.

The rate of violations observed in the Derhachi sector and nearby areas has been minimized by the deployment of the visual and technical surveillance network, he said.

Border guards are building engineering infrastructures in accordance with a plan approved by the Ukrainian government in May 2015. The project is funded by the budget.

The project continues in the Kharkiv and Luhansk regions, Nazarenko said. "The works are over 50% complete in the Kharkiv region, while they have just begun in the Luhansk region," he said.

Four combat modules are in use, and a comprehensive border protection and control network has been deployed on most part of the Kharkiv region, he said.

The State Border Service chief complained about the limited funding of the project, which prevented the works from being performed on a full scale.

"Only 400 million hryvni were allotted in 2015 although the budget stood at nearly 1 billion hryvni. This year's project budget amounted to 1.2 billion hryvni, yet only 200 million hryvni have been allotted, and 175 million hryvni worth of works have been financed," Nazarenko said.
