What if someone want to initiate a criminal case against any army personal??
Bullshitt. What the hell is going on? They have captured almost every institution by inserting some general in it and now this.

What is the legal procedure for when a PM accuses the armed forces for creating Al Qaeda?
There isn't one because the PM wasn't the PM when he said and its an open secret that we created Mujahideen which later on separated into southern and northern alliances and also Al Qaeda..

Secondly it wasnt just Pakistan but USA and saudis who were involved in it... against Soviets..

As for legal procedure there isn't one as what he said was true..

Quite a comprehensive comment brother. What a bullshit rule, there are already rules for defamation but they have to create a separation between bloody civilians and gernailz.
Bahi it was moved by a private member not govt as for defamation rules they need amending and being followed upon... and there is no bloody civilians and gernails... we are creating our own fault lines now instead fixing em
