That leaves Malaysia as the last major known hideout for him. Even there we have had the Malaysian authorities recently intervene in an alleged plot to target certain embassies in India.

In short, none of these countries have the stomach to host/tolerate individuals which present a credible threat to India. Over and above this the INTERPOL red corner notices and his stature in the FBI's (or CIA, not sure) most wanted list makes it quite difficult for him to be on a vacation in say, Europe.

Then there is the scattered, intermittent communication intercepts by RAW/IB that put him in Pakistan. The intelligence shared by Russian intelligence too point to his presence in Pak. So you have to excuse us for having certain degree of doubt that his location is in Pakistan, regardless of the existence (or lack of) of patronage by ISI.

On the more serious note, the man has links with the establishment here due to his status as an asset. After all, you really think Javed Miandad would let his son marry him unless there was some serious back behind him?(Or perhaps the poor guys did not have a choice). However, Karachi presents too much of a clear cut proof that he is supported or has links with the Pakistani establishment. And a criminal of his stature will not want to live in a cave; so I would look towards the Khaleej first.

A place where both Indian and Pakistani scientists met at an arms dealers drawing room is possibly the same place where a Underworld Kingpin might easily find refuge.
