, an adviser to the Prime Minister, has stressed that governance issues pose the main problem of Pakistan. He further said that announced that number of federal government institutions will be reduced from 440 to 342 under the PTI government plan for institutional reforms.

“The government is thinking about introducing a performance-based promotion system for the civil servants under which their performance will be tied and assessed on the basis of the performance of their respective ministries. Under the reforms programme, key performance goals of the institutions will be assessed and linked with the performance assessment of the federal ministers,” said Adviser to Prime Minister’s on Institutional Reforms Dr Ishrat Hussain on Tuesday.

The Federal Advisor was addressing a session attended by Planning Minister Asad Umar and the Federal Board of Revenue (FBR) Chairman Shabbar Zaidi and representatives of various chambers of commerce and industries. He emphasised the fact that only 6,000 of the 22,000 federal government officials possessed proper service structure while others including scientists, doctors, engineers and accountants face the severe problem of serving through proper career paths.

Hussain iterated that through the suggested reforms programme, government has decided to initiate process of special agreements to be signed by ministries, federal secretaries and other senior officers in order to spearhead the ongoing reform. Civil servants with continuously as well as considerably poor performance for three years will be made to retire.

“The government is thinking about introducing a performance-based promotion system for the civil servants under which their performance will be tied and assessed on the basis of the performance of their respective ministries,” he added.

The Muslims are like oil, when it gets adulterated it turns into poison...

Many if not most Muslims countries have the dual pulling forces of equality between believers (so everyone believes they could be a leader) and tribalism (where one favors their own groups interests over the greater society)

When meritocracy prevails, the Muslims are able to make amazing progress, and when nepotism and tribalism even so much as starts to play a factor, people become disheartened and people start to give in as well.

This can best be seen with the Ottoman empire; United and meritocratic, except when powerful people abused their powers and gave in to selfish interests, the slow decline eventually caused it to collapse.

This is why the Turks accepted Ataturk and his saving of the nation, even though it meant giving up the Caliphate.

Despite all the rules on the Chinese people, they have accepted The CCP, because it first kept them safe after the Japanese occupation, unified the nation, and eventually under Deng; lead to amazing improvement improvement in the quality of life of the majority of the people.

Pakistan needs to RUTHLESSLY implement a meritocratic system.

But while we are on the subject of meritocracy, we need to consider the privatization of the military companies.

They don't allow an even field for investors and thereby drive away new investors. I'm not saying the military doesn't deserve fair compensation for all the sacrifice they are making for the nation, but if get stuck giving them preferential access, then we will suffer the same fate as the Ottoman empire due to their Gilds based mercantilism, and our companies will not be run on purely business terms, especially if they have higher then needed labor costs. an alternative would be giving veterans stock in national private companies, as well as a pension, but not a guaranteed job. obviously any transition should be done in a careful and well thought out way.
If you have to see it from the investors point of view, why would they invest when their are companies there already with preferential access. The Chinese had a similar issue. The state owned companies which were called Iron Rice Bowl; jobs for life even if performance is not up to standard. but as the Chinese learned, this has to be done aggressively, because otherwise there will be major inflation that will eat away at any gains made. An aggressive reform program, with acquisition of cutting edge technologies so that their own companies can export and recoup the nation's investment made it worth it.

Also with the military being shareholders in these companies, they will have even more of an incentive to make sure the civilians don't steal money from these companies, or mismanage them. For example, If PIA were mergered with Askari Airline Pakistan and Askari Aviation, then PIA could better manage an even greater customer base and do it on a profit generating basis, allowing them to reinvest in ways to keep growing and generate more jobs then would otherwise be possible. The Following may not be the best explanation, which is why Pakistan should ask the Chinese to explain how they modernized themselves as a brother nation.

major problem in Pakistan is ppp & pmln regime witch never change since 60 years & now these parties are become a big mafia & there elements operating in several govt departs who creating messes all over in Pakistan & blaming over the government...

Very well said. The US also works on the same principle I believe, Defence companies and corporations are private with a host of ex-Military personnel serving there.

But, the dilemma of my nation today is that it will always focus on laying of blame on the previous Governments rather than to focus of solutions. And the first thing to do is try and fix the roles of Government organizations with fixed boundaries and limited scopes so that there is no possibility of overlapping and/or nepotism, corruption and personal interest etc.

What's past is past. The current government is nearly a year and a half in office. At this point, Imran Khan has made his point about what the problem is, but now he needs to move on and implement solutions, otherwise without results by the middle of his term, people will stop supporting him. (The Prime Minister should leave the recovery of what ever money is possible to NAB, and stop talking about such and such amount of billions stolen)

We need to build up national institutions and the rule of law; swift and speedy justice which must be protected so that they can be impartial. The army should have an office that keeps an eye on the economy, so that the politicians do not try to steal from national companies, or any companies, and don't steal from the national exchequer.

The army should privatize all its companies, give the soldiers and veterans shares in an index fund made up of all of these companies, and allow foreign (preferably overseas Pakistanis which tend to keep their money in the country for the long term despite the ups and downs) investors to come in and maximize the growth of these companies. This will tie the fortunes of the military veterans to the national economy, incetivizing them even more so, to guard the economy. This will also free up the veterans to pursue other industries , in which they can become entrepreneurs with their profits from these companies. The army can also offer skills training to set up the veterans for life after the military. (The teach a man to fish model) In this way, the majority of veterans will be highly skilled, receiving a modest passive income which they can invest in their own small businesses, and can be better able to adapt to the market.

What an irony that the only civil servants enjoying proper service structure are technically illiterate while the professionals suffer at their hands. Do we need those 6000 clerks

This system ain't going anywhere unless it is forced to change by extreme circumstances. The same gentleman presented the idea that CSS format be changed to allow for more competition. The cabinet rejected it and we are still stuck with same rot learning format.

Also, the situation in most government bodies is abysmal. there is no service structure for all government employees below BPS-17. they are given no opportunity for promotion and their well being depends on the whims of either political masters or their ability to steal from the government revenue.

We actually need more but cannot afford them because of budget. It is sad that you will not understand.

No my man there's more than enough to raise divisions of these clerks if we don't indulge in pampering the colonial status quo . Let me give you an example. How many adc revenue are there in a district of an average stature ? May be 3-4 now its pretty much obvious that there sole purpose would be to adjudicate over matters pertaining to revenue from 9-5, right? but no you gonna find them doing very other good deed out there except giving proper 2 hours time to their own freaking job. I mean what on lords earth an adc revenue got to do with being part of everyother meeting going around in DC office except for the revenue matters?



Why cant the govt just for once hire 15-20 judicial revenue officers in bps 17-18 for every district, and why her insistence on allocating 3-4 officers for a city who are only there to work as part time free Lancers and are not even aware of the technicalities ? Is it the fear of losing power and prestige being enjoyed ever since the advent of IAS ? And as for your not having enough budget gripe, yes we have don't have enough budget to hire royalty of another 10-15 layman to accommodate them in villas get them cruisers and an army of servants.



Could you plz educate me that if gazetted employees like doctors professors, engineers public prosecutors and many others are not ashamed of living in reasonable govt quarters, buying a vehicle and hiring a domestic helper on their own why cant these csp's? and believe me these people are much more valuable then any b.a, m.a pass babu. I wonder if govt could hire hundreds of full time professionals in a city why couldn't she just recruit that many administrators?



And whats so special about a certain service group? That only they gonna be allowed to conduct admisntration business over everything Pakistani and that too in the tiniest of the numbers. Do they have any idea how many revenue cases are pending in those jinxed buildings? How many people pull their hairs off after coming into contact with these technically illiterate Joe's who are not willing to perform their duty even if it demands some odd hours of their "precious time". Now just imagine for a moment having only 3 docs or teachers for a city and them flaunting their indispensability over all others? Why we have taken upon ourselves to pamper and feed the colonial inevitability mindset? Why can't we move forward to bring about a whole new system which practically caters to the needs of the public and not to an idea of false sense of superiorty from district to province to federation?
