If I remember correctly CJP Saqib Nisar really tried to make it possible but ECP said they don't have enough time to implement & test the system for overseas voting in this election, So CJP is issuing the orders now because ECP won't have another excuse when the next election occurs.

Well UK is like his second home as has his sons and ex-wife living there in addition to huge Pakistani community and his friends.. He has to get some money back from them.
