@Chinese-Dragon Not sure if rape as a punishment is Bharati government -sanctioned or not but Bharati occupation forces in Kashmir and other parts do employ rape as weapon of terror, subjugation, and oppression. Even minors are not spared that suggests that rape as weapon of terror and oppression indeed have some Bharati government blessing. In 1971, Bharati muggers, criminals, and regular troops fought against Pakistan military alongside Mukti and Mujeeb Bahini, two major terror outfits that were trained and armed by Bharat and recently Modi (a confessed Mukti Bahini terrorist himself) proudly accepted that while receiving an award (of terrorizing Pakistan) in Bangladesh. Tens of thousands of Bengali and Bihari, women were raped by these Bharati -backed terror outfits in order to turn the masses against Pakistan Army.

No there decisions are neither enforceable nor legal in the courts of India. Khaps are traditional gathering of elders of a village where they settle petty disputes and sometimes in states of Haryana/UP they try to enforce their own brand of morality which is not illegal in India.

In India civil/criminal disputes are settled in sessions/district court then appealed in high court and then further appealed in supreme court. A rather simplistic description of judicial process but there you go.

People are sometimes confused about Nyay Panchayats which is different from Khap Panchayats (the one responsible for such travesty of justice). Nyay Panchayats are basically arbitrators who follow natural laws of justice and try to satisfy both parties of dispute in civil cases. In case of criminal cases they have no standing whatsoever, Their decisions do not follow judicial procedures and are not enforceable by police of India.

Hope it clears all the doubts.
