Makes no sense why and how Pakistan can make it a Pakistani province without annexing it first?

I think the issue is giving people the rights so we have to find a constitutional solution. We can definitely give them all the “rights and authority “ of a province without it actually being annexed or declared as Pakistani territory - just like we show in the political map that areas are disputed per UN resolution. We cannot let FATA or Baluchistan like situation take place in GB, as India will leave no chance of taking an advantage.

Don't alienate them but do this properly. Tell United nations and world that force India to hold referendum. Give them deadline and negotiate with them and tell them that we cannot keep Gilgit Baltistan people away from democracy just because of UN incompetence. And then invite the world and hold referendum. Finally announcing that half dispute is solved and only focus remain on Indian Illegally occupied Jammu and Kashmir.

Are you aware to hold referendum you need to withdraw troops ?
