The Jugendamt cant take away kids like they want, only a judge can decide to withdraw custody... and there need to be hard facts to protect the well-being of the child. Reasons could be

drug use by the parents
alcoholism by the parents
ongoing domestic violence from the parents
forced marriage (illegal in Germany)
child marriage (illegal in Germany)
or simple reasons the parents are ill and cant care about the children

in Germany in average only 12.000 times a year a family loose this way their kids (most of them time limited that the parents get the chance for behaivor corrections) ... the largest part is because of drug alcohol and violence.

I may be wrong but reading this article, this is more to do with safeguarding the welfare of the child, in many European countries and US there is a law which allows the state to take a child into protective custody and make it a ward of the state based on the fact that its biological family are unable to provide it a safe and nurturing environment.

In any case, the EU has the court of human rights which any resident can approach to hold the state to account. The title is sensationalist, because I read every now and then on CNN how authorities take a child away from parents with mental illness, poor health, drug abuse or who are unable to provide a positive enthronement for a child.

My heart goes out to the parents, and I must admit my ignorance to child welfare laws in Germany, but the German state is one of the most respected in Europe and very inclusive, I seriously doubt they are just targeting families because they are Muslim, that is not to say that the majority of families who have had their children taken in care are not of the Muslim faith.
