The population data will be used for delimitation of the constituencies of the national and provincial assemblies, a requirement under the constitution.

Actually this census is a relic of past and legacy for the third world and under-developed countries of slaved nations..in the developed countries it is an ongoing process where each and every new birth, death, immigrant, emigrant gets recorded. Why does countries like Pakistan does make use of IT. Why do we have to spend billions of Rs and precious time of our military personnel.

To get to that point lot of effort, infrastructure is needed this can be termed as beginning and when these type of activities happens frequently then it brings the scenerio that you are talking...
But a good step indeed...next time it shouldnt require defence forces help.

Why they need army?

Because provincial governments especially Sindh try to over count their population for political reasons. And there are chances of afghan and other refugees being counted as citizens. Basically expect next census to be controversial no matter what.

But consensus doesnt need any protection it is just a data collection activity for decision making.

Relic of the past was conducted in UK(2011) and USA(2010), it will again be conducted in 2021 and 2020 respectively. The purpose of the census is not just to count people.

No police officers are not enough. Can't do this tough job without help of army. After Osama bin Ladin episode right in abotabad city during polio campaign , extremist don't trust government and they will resist heavily.
