He has already done time. The appeal was pending with the CoAS and he perhaps weighed all the pros and cons and decided to grant the officer his release.

The Raymond Davis saga is not worth talking about. Our blood money laws opened the door for the victim's family to be relocated and get paid compensation. The victim's party also weighed the pros and cons and decided to go a certain way and perhaps some feedback was provided that in national interests this muk-mukka is the best way out.

The fact that he was put on court martial and sentenced means the measures in place, MI etc. work to an extent. However, you are right that an officer at the rank of Lt Gen being involved is worrisome and hopefully lessons have been learned and more effective measures are in place now.

Such carges can be made serious very easily. If the general did not intend to betray the country but nonetheless shared compromising information because of an error of judgement, the sentence served may be sufficient.
