Hamas last waged a campaign in 2008-2009. If there was a method to cleanup Hamas, Israel would have done so by now and Gaza would be having a milder ruler like in West Bank. All attempts to rid Gaza of Hamas have failed over last 15 years. So, this war is not new, it is just a Groundhog Day in Gaza.
In fact, part of the tragic error Israelis made was, they thought since more and more Gazans are now working in Israel, Hamas would like the money flowing in and will moderate its ways and become more Fatah like.Gaza War (2008–2009) - Wikipedia

You need to look up Gideon Levy, who is on the Editorial Board of Haaretz. An absolutely wonderful mind and wonderful human being. I had read him many years ago and in his recent interview about this conflict, he was just as clear, fair, and balanced as ever.
His putative theory is that if Hamas was allowed to retain power after the 2006/7 elections, Hamas might have moderated. But results of the fair elections were denied.
Also, Mehmoud Abbas seems 'moderate' because he is a powerless, weak, compromised person who rules over fragmented communities of Palestinians, helplessly watching Israeli Settlements growing under his nose. Hamas, on the other hand, has not only total control of Gaza, however small that area is, but, unlike Abbas, Hamas is able to get supplies from Egypt. And Hamas is as ideological as Likud is. And hence the conflict.
