It is a bit lengthy but I will try to give a summary.

The rise of Islamic extremism in Pakistan took place during the Soviet invasion of Afghanistan. The fleeing Afghan refugees in Pakistan provided the manpower for indoctrination into radical Islam and later these camps became virtual jihad factories. The dictator in Pakistan that time, Zia Ul Haq I guess, allowed this to happen because he dreamt of using these jihadis against India. Further to that Taliban was created.

Things went smoothly until 9/11 when USA rained bombs and death on the Taliban and warned Pakistan to chose either Taliban or survival. Thanks to some sense of sanity they chose the latter. But Taliban took it as an act of betrayal and this present mess in Pakistan is a result of that.

Some elements in Pakistan still nourish the hope of using jihadis as a weapon against India. Therefore they do not wish to completely eliminate these proxy soldiers. If these jihadis die then who is going to fight as insurgents inside Kashmir? They cannot risk sending in regular soldiers.

Spot on. Some powerful lobbies within ISI and Army have soft spot for some militant groups. If Pakistan was to use its full force combined with excellent intelligence Taliban will be defeated. To defeat Taliban, a large part of radicalised population will also have to die along with Taliban. Sounds harsh? but that's the truth. They are the ones who are providing their children to be the next foot soldiers for so called Jihad. They are the ones first to be seen rioting against Shia, Ahmadis, Hindus and Christians. Rest of Pakistanis have been silenced and scared into accepting this fate. The mobs and religious right is also supported by certain political parties too. Namely PML N which is known to be working with sectarian militant outfits in Punjab.
