The IsI cheif Gen Zaheer will retire on 1st October 2014, Gen Rizwan will take office after Gen Zaheer retires,
Gen Raheel did not replace but due to the retirement of the LT Gens Gen raheel has promoted 6 Maj gens to LT Gens.

The New ISI chief is the Ex DG rangers of Sindh not a easy appointment , iam sure he is capable of leading the ISI hes a very high profile officer.

Yes The DG ISI is chosen by the Prime Minister but the COAS recommends and then the PM has to tick the name.

The Shortlist is of 3 Senior most Generals even without the list PM knows who the 3 senior most are

Considering the knowledge about Military affairs our Civil Leadership has, it is best to give them some names and then they can use from them - dont expect your leaders to randomrly pick someone from a nest because they know it all

Taking opinion doesn't mean taking directive....I don't know why are you finding it so hard to comprehend. You mentioned yourself is that they are a stakeholder. And consultation doesn't mean asking for their names but rather asking about their broader view on the suggested panel. Otherwise Prime minister can appoint even a civilian or a retired official as DG ISI
For example, in 1990s BB appointed a retired army man Shamsur Rehman Kallu as DG-ISI. The panel presented by COAS does not create any legal binding on the PM to strictly make a selection.
