Well the issue is , following a designed path to strengthen the Government of Pakistan

• Income Tax compliance , strengthens the Government of Pakistan
• When government is strong , they will bring strong policies to help Development and economic growth

Layers of Taxation

• Income Tax
• Sales Tax
• Property Tax

Income Tax , helps understand a person's year to year economic growth how did a person suddenly become rich , or not become rich. It is a trail record of their financial status , did they buy or sell a new property. So yes it is important then other type of Taxes , as you are sharing information about your Property and Assets

a) Did a person buy a Villa
b) Did they purchased a commercial shopping mall
c) Did they buy a farming land
d) Did a construction happened on existing double story home to Make it tripple story

So this helps government setup new property taxes applicable to that person





What needs to happen , Income Taxes would need to be filed , even if it is Zero Rupee

your calculation is kinda Joke ---
how you say that 99.2% are tax evaders, do you expect babies, old people, students etc., to pay taxes -- calculate the percentage of those who fall in the tax net but don't pay.

FBR list only shows those who file tax returns, otherwise there are thousands who pay tax at source but don't file returns --- it's fbr's job to make a simple system where people can file returns with ease.

You also failed to take into account the rural population (65%), vast majority of them have small income.

The minimum bench mark is 75 Million Registrant and now many Females also work so the figure is really close to 100 Million registrants

Government should impose a TAX Emergency and Appoint Rangers Task force to go with FBR officers door to door to get registration numbers up

Our Total Labor Force is somewhere around 70 million, this labor force also includes underage kids somewhere 10% , and you are looking towards 100 million registrants (and that also with corrupts of fbr), I wish you all the best.

mind you, around 43% labor force comes from rural area, once again I wish you all the best with registrations of chacha Bashir living in some chak# 42 gaaf bay.

and Plz make sure to first get those ranger task force registered .
