Pakistani military will never crack down on the Taliban and here is why:

Pakistani Military want to continue this low level conflict with India which means large part of Pakistani GDP goes to the military to keep up their defense posture. Of that large budget, massive amounts of funds are siphoned away by corrupt Generals.

Since India is massively stronger than Pakistan, Pakistan cannot engage India in a conventional war. Thus the only solution is to use Taliban Guerrilla forces to engage and bog down the Indian Army in Kashmir.

And thus, Pakistan Military will never crack down on Taliban because cracking down on them means that their luxurious lifestyle and the free reign that the Military enjoys over Pakistan will go away.
