The deal has not yet been confirmed. Local production and TOT are probably included.
And you think Russia is gonna give ToT on any critical technology?
Local production to some degree is the best Turkey is gonna get, if there will be a deal in the first place, write that down.

I guess your referring to bloomberg article that @KediKesenFare posten in European section, maybe you should have read it carefully.

“There are a lot of different levels of technology transfer,” and any offer to Turkey would probably be limited in terms of sophistication, said Makienko, the Moscow-based analyst. “For Turkey to be able to copy the S-400 system, it would have to spend billions to create a whole new industry.”

So basically a very expensive local production, the only thing speaking for the deal is the time, if it wasnt a urgent purchase then it would make no sense to buy the system at all while Turkish industry is already working on a indigenous system.

Nevertheless it allows to create a new system like S-400.
Only you have to invest a lot of money. This could speed up research.
