Kenya — Kenya and Somalia Thursday opened a new charter of cooperation by announcing plans to open two border posts and a re-launch of direct flights between Nairobi and Mogadishu.

President Uhuru Kenyatta said Kenya and Somalia have agreed to revitalise their engagement in all areas of mutual interests within the context of a reactivated joint commission of cooperation.

"In particular, we agreed to take the following actions: Within the shortest possible time, open two border posts in Dobley-Liboi, and Mandera-Bulahawa. And to facilitate the movement of people, goods and services," President Kenyatta said.
President Kenyatta was addressing the press after leading his delegation in bilateral talks with Somalia President Mohamed Abdullahi Mohamed and his delegation at State House, Nairobi.

Deputy President William Ruto, Foreign Affairs Cabinet Secretaries Amina Mohamed, Joseph Nkaissery, Raychelle Omamo, James Macharia, Cleopa Mailu, Willy Bett, Mwangi Kiunjuri and Dan Kazungu attended the bilateral talks.

President Kenyatta said the two neighbouring countries have resolved that forthwith there will be no visa requirement for diplomatic and service passport holders from both countries.

"We also agreed to meet regularly to monitor the progress of our bilateral relations," President Kenyatta said, terming President Mohamed's visit a fresh start to the two countries' close ties.

On the war against terrorism, President Kenyatta and the Somalia President agreed that the fight against Al-Shabaab evil criminals must continue until they are no longer a threat.

"Al Shabaab remains ready to kill innocent people in both Kenya and Somalia," President Kenyatta said.

Africa: Attention Shifts to Somalia in Bid to Protect Maritime Trade

Somalia is suddenly back in the limelight, with a number of high-level visits in the past few weeks signalling a renewed interest by the international community in the country that had been written off as a failed state.

Among world figures who visited the country last month were British Foreign Secretary Boris Johnson, United Nations Secretary-General Antonio Gutterres, and the new African Union Commission chair Moussa Faki Mahamat, who made Somalia his first stop only four days after taking office.

In addition to the visits, Somalia is attracting fresh attention from traditional allies, as well as newcomers from the Middle East, Europe and Africa.



They include the United Kingdom, former colonial power Italy, Turkey, Saudi Arabia, United Arab Emirates, Egypt, Ethiopia as well as the African Union, and the traditional seafarers in the Indian Ocean such China, the Philippines, Japan and India.

Important shipping routeExperts attribute the fresh interest in Somalia to a combination of factors.

These include the recent successful presidential election that saw Mohamed Abdullahi Farmajo take up the leadership; the country's strategic location along the world's most important shipping route, the war in Yemen and the resurgence of piracy in the Indian Ocean.

Political risk analyst for Middle East and North Africa, James Pothecary, told The EastAfrican that a leading factor in the increasing importance of Somalia is the war in Yemen and how it impacts the Bab el-Mandeb Strait.

The Bab el-Mandeb Strait is located between Yemen on the Arabian Peninsula and Djibouti and Eritrea in the Horn of Africa. It connects the Read Sea to the Gulf of Aden

The strait is the gateway to almost all maritime trade between Europe and Asia and any security threats in this location would disproportionally affect global maritime trade routes and the security of sea lines of communication, said Mr Pothecary, who works for Allan & Associates in UK.

"As maritime shipping is approximately 90 per cent of how the world's goods are transported, interference at these choke points is a serious threat to international business which in the case of the Bab el-Mandeb Strait, is worth an approximated $700 billion annually," he said.

All traffic through the Suez Canal, the quickest route for European shipping to reach Asia, must pass through Bab el-Mandeb to reach the Gulf of Aden, and subsequently the Indian Ocean.


In March alone, 1,454,000 tonnes of shipping, carried on 80,495 vessels, transited the Suez Canal. But since its narrowest point of Bab el-Mandeb is only 29km across, even small craft launched by Houthis from the Yemeni coast are capable of reaching all traffic passing through it.

This has forced ships to sail closer to the Somalia coast, hence the renewed interest in Somalia.


On his first official trip abroad since his election, President Farmajo flew to Riyadh, where he met king of Saudi Arabia Salman Bin Abdulaziz and where the two discussed the issue of Houthi rebels and plans by United Arab Emirates to set up a military base in the port of Berbera in the breakaway Somaliland.

Piracy

Then there is the resurgence of piracy, which at its peak 2011, witnessed a total of 237 attacks and resulted in loss of maritime business worth $8 billion, while the pirates earned $160 million in ransom.Piracy had reduced significantly in recent years as a result of extensive international military patrols. However, it is creeping back, mainly due to devastating famine and the increased unemployment.

In early April, pirates hijacked an Indian vessel, Al Kausar with 11 crew on board. In January, a Chinese navy ship supported by an Indian navy helicopter thwarted an attack on a merchant ship, and secured the safety of all 19 Filipino crew members.



The election of president Farmajo too has attracted the attention of the international community owing to his popularity and a clear programme to rid the country of Al Shabaab militants.

On April 6, President Farmajo declared the country a war zone and replaced its military and intelligence chiefs in preparations for a new offensive against Al Shabaab set to begin in 60 days if the militants do not lay down their arms.

According to Rashid Abdi, the International Crisis Group's Horn of Africa project director, there is a growing momentum within the region and the international community to stabilise Somalia, especially after the change of leadership in Mogadishu and the war in Yemen.

"Somalia has always remained strategic to the geopolitics of the region and beyond and has been gaining importance with time as the conditions in the country improve," said Mr Abdi.

Besides the oil, gas and mineral deposits that still lie unexploited, Somalia is emerging as a promising investment destination, as well as factor in the security of countries in the region such as Ethiopia

I remember there was some problem as they want to declare independence from the central government back in the 90's, I take it as the problem has been solved since then? A lot of Somalian immigrates to South Africa in search of livehood and to escape violence. Most of them yearn to return back as SA is not exactly the most welcoming country if you're poor and even in some cases they were lynched and their businesses were set upon :sad:. I for one would definitely like to visit Somalia when I've returned to Africa.

well,somalis are not the only ethnicity targeted there.we can not blame few individuals for whole people.

True, but considering that the memory of being discriminated and rejected simply because we're different is still there (apartheid ends legally in 1990), I still find it terrifying that people would go out and lend a hand to lynch Congolese, Ethiopians, Somalians and Zimbabweans simply because they are more successful and hard-working (as is the case with most of the immigrants in here).

Somalia and international community prepare ground for a high-level partnership agreement

The Federal Government of Somalia met international partners at a high level meeting today in Mogadishu to prepare for the 11 May 2017 London Conference on Somalia.

The meeting presented senior FGS officials with an opportunity to share their policy priorities and discuss the basis for a high-level partnership agreement to be agreed in London between Somalia and its international partners. This agreement will cover a range of issues, including a security pact; support for drought response and economic recovery; and political priorities including the constitutional review process and the democratization process leading to one-person, one-vote elections in 2020.

Participants praised the recent political agreement that was reached by the country’s top federal and state government leaders on a new architecture for Somalia’s national security forces. This agreement will provide the basis for the gradual transfer of lead responsibility for the country’s security to Somali security forces in the coming years.

“Today’s meeting was an important step towards reaching a high-level partnership agreement at the upcoming London Conference on Somalia. The London Conference is a major opportunity to accelerate reform, strengthen the partnership between the international community and Somalia, and set out shared priorities for the coming years to help give the Somali people the future they deserve” said the Special Representative of the UN Secretary-General for Somalia, Michael Keating.

“The challenges facing the people of Somalia are formidable. They include effective response to the drought, creating jobs and building a more resilient economy, improving security and containing violence, and a process to resolve constitutional issues to ensure greater stability and a strong federal state. The key to success is reconciliation among Somalis, as well as coherent and sustained support from the international community around Somali priorities.”

Next month’s London Conference on Somalia will be a unique opportunity to secure high-level international support for Somalia at a critical stage in its ongoing security, political and economic transition

Uhuru roots for common border post, better trade ties with Somalia

President Uhuru Kenyatta has exuded confidence that a closer partnership between Kenya and Somalia will enable the two countries to overcome terrorism and other challenges facing them.

The President said that his Somalia counterpart is not alone in the war on extremism.

"I want to assure President Mohamed Abdullahi Mohamed that he has a friend here. I like his approach of prioritizing security and we will work together in this," said Mr Kenyatta, who spoke today at State House in Nairobi when he bade farewell to outgoing Somali Ambassador to Kenya Gamal Mohamed Hassan.

Ambassador Hassan has been appointed as a minister in the new Somali government.

President Kenyatta said he is also keen on working with President Mohamed in encouraging formal trade between the two nations.

"I look forward to opening one border post – either at Liboi or Mandera – with President Mohamed to encourage the people of our two countries to do legal trade.

"We need to work together to formalize the cross-border movement of our people," he added.

As a way of achieving the ambitions, he said the two countries will be holding regular high-level meetings to enhance their cooperation

errr, the infestation of the beautiful somaliland by the turkics...if I have failed to follow the developments there for so many years, this disease of turk presence must be largely, if not solely, responsible for the plagues, chaos and wars that ruined somali landscape, politically, medicinally and geographically.
