1.India has a compulsive urge to try and upgrade everything, including redundant eqpt, in an effort to boast this to be Indian.And in the process completely bug--r the eqpt.
2. In is the weakest link in India's defense set up because of professional incompetence, indiscipline and endemic corruption.
they have 12 nuclear subsYour whole understanding is flawed,the chinese navy is much larger ofcourse but we laugh because it has no power projection capability in the IOR.All those huge numbers of subs can't operate so far from their home bases except a handful noisy nuke subs which even our diesel fleet outnumbers.
We have carriers and much more exp at that. And our surface ships are every bit as capable.We also have more naval warfare experience and do more exrecises.Neither is our command hindered by political commisars.
Any chinese task force entering IOR,will be attacked from our unsinkable carrier at andaman with sukhois and p-8is from the air raining hell.Subs from underneath and surface ships as well.
We laugh at the comparison because u fools always make paper comparsions rather than consider the actual realistic scenario that involves geography.Without taking geography into account the paper figures are meaningless.

Of the 10 Kilo class submarines, two are currently undergoing a refit that could stretch over years. The INS Sindhukirti has been undergoing a refit at the Hindustan Shipyard Limited (HSL) since 2003, with many in the Navy giving up hope that it will ever sail again. The newest of the Kilo class, the Sindhushastra, too is up for refit at HSL.
well it used to be , but after inducing P8I and shivalik class frigate india has taken a lead.

Meanwhile, French-made Scorpene submarines that will be license-produced at Mazagon Docks are nearly 36 months behind schedule and the MoD has yet to float a global tender for the purchase of six conventional submarines with air independent propulsion technology. This project was cleared in late 2010 but no decision has been made whether private sector shipyards will be allowed to participate in the $12 billion tender.
Prior to the Sindhurakshak fire, only 50 percent of the 10 kilo-class submarines in the fleet were fully operational, added the Navy official.
Indian Dockyards
Indian Navy dockyards do not have adequate repair facilities for submarines, and major refits of kilo subs have to be done in Russia. The poor repair facilities even hamper day-to-day repairs, said the Navy source.

How can indians build an "indigenous" nuke sub when the facilities are so backward? and often all projects undertaken by any indian shipyards / airplane makers etc cause delay over delay and lots of budget over-run.
No wonder why the 30% complete floating vessel has caused the indians such an official fanfare!
