When U.S. officials made their first-ever visit to the restricted Bhabha Atomic Research Center (BARC) in Mumbai, a complex where India makes plutonium for its nuclear weapons, their observations about its security practices were not reassuring. “Security at the site was moderate,” a Wikileaked cable from November 2008, approved by embassy Chargé d’Affaires Stephen White, told officials in Washington.


Identification checks at the front gate were “quick but not thorough,” and visitor badges lacked photographs, meaning they were easy to replicate or pass around. A security unit at the center’s main gate appeared to be armed with shotguns or semi-automatic Russian-style rifles, the cable noted, but as the U.S. delegation moved towards the Dhruva reactor, where the nuclear explosive material is actually produced, there were no “visible external security systems.”


White’s cable noted that a secondary building where engineering equipment was stored also had “very little security.” While there was a sentry post at a nuclear waste immobilization plant that processes radioactive water, no guards were present, and visitors’ bags were not inspected. No security cameras were seen inside, White added.


A U.S. nuclear safety official, also on the visit, who still works in the field and was not authorized to discuss it, told CPI in an interview that “laborers wandered in and out of the complex, and none of them wore identification.” He said that “the setup was extraordinarily low key, considering the sensitivity,” explaining that guards in one location could not see camera footage from other locations. There is little evidence that conditions have changed much since then, officials say. BARC refused to comment on security at the installation.


Nice story...... but BARC is not part of the Strategic Estt. anyway. Its open to the IAEA consequently. Keep on fishing.... No fish, but a lot of smoke and mirrors. How do you think that India built the bomb and caught even Uncle Sam unawares?

You make your weapons grade plutonium in the facility though. I'm not referring to the Indian nuclear weapons.

If this was Pakistan, Bharti will propagate it with few dozen bollywood movies, 2000 talk shows, 200 seminar and conferences in important capitals, and 2 million article with more fake made up stories :D

Worrying concerns, India should handover the security of nuclear and fissile material related facilities to a specialized military branch. Better security infrastructure should also be established.

Don't mean to boast, but India can learn from Pakistan on this. Our military security personnel from Strategic Plans Division are specialized in handling security situations regarding nuclear and fissile materials.

These "accidents" are nothing when one compares to the chernobyl accident or the US almost accidently nuking north Carolina or the fukushima incident or the thousands of centrifuges that AQ Khan mysteriously spirited away to Libya Iran and North Korea.

Considering the fact that all of the above are industrial, operational and command & control lapses, your point is? That it shouldn't be a cause for concern? Or "Baray baray shehron mein choti choti baatain hoti rehti hain"?

My point is that it's being blown out of proportion compared to the others mentioned. ..just 7 reactors are military grade and outside of IAEA purview. .The rest are civilian..and the mentioned ones are all civilian...It basically falls under lapses, or plain criminal activity.

There is a clear demarcation between Civilian oriented facilities and Strategic facilities, so don't get taken in by some yarns. :D

How I ironic, same west is giving us radioactive material to FAST materialize indirectly RADIOACTIVE whatever they are accusing us for not handling properly and on top of that, will soon give us a veto power over it through NSG.
May be pakistan should get a class on a subject "How that happens".

India best defense to security lapses are to blame it on Pakistan and Bangladesh..whole country is run like a star plus drama...
