So now we have it, the first but probably not the last official list of fake-degree holders. Perhaps inevitably the PPP tops the roll with 12 fake or dubious degrees, closely followed by the PML-N and the PML-Q with 11 each. There are five from Jamiat Ulema-i-Islami, two from the Awami National Party, one each from the Balochistan National Party and the PML (Functional) and four false claims from independent members. If nothing else, what this tells us is that the predisposition towards fakery is not limited to a single political party or faction and that dishonesty spreads across the political spectrum. We always knew our politicians tended towards the corrupt, but here and in uncompromising and incontrovertible fashion we have hard evidence of the dishonesty of some of them. Within the media furore this matter has generated it is perhaps easy to lose sight of the fact that not all politicians sit in parliament and the assemblies courtesy of phony academic documents, and the majority of them, at least in this respect, is stain-free.
And where do we go from here? Some legislators have already resigned or been unseated by the courts for holding fake degrees. The Election Commission of Pakistan has now issued notices to the faking 47 to call them to a hearing in the next week. Some will doubtless sit tight hoping the storm will blow over, others will bow to their fate. There has been talk of legislation to ‘protect’ the fakers, and who among us can forget the attempt by the Punjab Assembly to muzzle the media that had pursued the fakers in a motion that was passed unanimously – with less-tainted honest men and women voting in support of the fakers and their protection. It was that moment that will perhaps be seen as the one that defines this whole sorry mess, because it is the indicator that tells us that the honest will seek to protect the corrupt, that power will go to any length to preserve itself and will sacrifice whatever shreds of decency cling to it in pursuit of ‘protection.’ We have not heard the last of the fake degree scandal. The glimmer of hope in all this is that possibly, just possibly, the seeds of a culture of accountability have been sown.

If the laws of morality had to govern, then those guilty of crime and their supporters (read accomplices) are to be visited with equal severity of criticism and disapproval.
The perpetrators of fake degrees case have recieved their share of 'justified' vilification but what we learned from this experience? Nothing? Jamshed Dasti again elected from the same constituency, by the same people, although he won with slightly lesser number of votes in 2010, 57000+ votes in 2008 versus 53000+ votes in 2010.
Pointing finger at others seems much more easier when compared with correction of one's own actions and choices. We elect these people to Assemblies; they show us their real faces; Election time again and we won't hesitate supporting them once more, not bothering ourselves to consder their culpability. Surely they are not the only ones to be blamed for our miseries. We, as a community, do bear a collective responsibility which we are not fulfilling honestly and wisely. A franchise need to cultivate a sense of entrusted duty, assigned to them for their own social uplift. Voters should no more underestimate their voting right. They must know that their vote is something through which they could choose for themselves among the two options: a better future or its opposite. In absence of such an awareness we must not conceive of a better parliament and hence a better state of affairs.
As earlier said by Sparkling, we should hold our elected people accountable. Asking for accountability from rulers/representatives is an understood natural right of public but we seldom make use of it. Instead we prefer to fabricate cover up stories for their misdeeds and love to be befooled by the very same faces again and again. If the above stated lines are true and factual then our electoral masses should not walk away scot-free.
(It doesn't mean we advocate some overnight change/adventure. These and other concepts of mass awareness will develop with time, provided that the system is allowed to flourish in a democratic atmosphere.)

PPP dominates new list of MPs having genuine degrees

ISLAMABAD: Pakistan Peoples Party, which has the highest number of lawmakers holding fake or invalid degrees, also dominates a new list of legislators possessing genuine degrees.
The list with names of 42 legislators includes those of 31 parliamentarians belonging to the party.
According to a copy of the list, ten Sindh ministers have genuine degrees namely, Pir Mazharul Haq, Agha Taimoor Khan Pathan, Abdul Haque alias Dost Mohammad, Manzoor Hussain Wassan, Makhdoom Jameel-uz-Zaman, Zahid Ali Bhugrani, Zulfikar Ali Mirza, Dr Daya Ram, Sassui Palejo and Mohan Lal.
Dr Khalid Mahmood Soomro of Jamiat Ulema-i-Islam-F is the only Senator on the list.
The list has the names of a dozen members of National Assembly, with nine of them belonging to the PPP. These PPP members are Dr Fehmida Mirza, Makhdoom Amin Fahim, Raja Pervez Ashraf, Afzal Sindhu, Amir Ali Magsi, Rafique Ahmad Jamali, Rubina Saadat Qaimkhani, Lal Chand and Pir Syed Fazal Shah Jeelani.
The other three MNAs named in the list are Ghous Bakhsh Khan Mahar (PML), Dr Abdul Qadir Khanzada (MQM) and Reena Kumari (PML- Functional).
The other members of the Sindh Assembly declared to be possessing genuine degrees include Anwar Ahmad Khan Mahar, Ghulam Qadir Chandio, Imdad Ali Pitafi, S. Mohsin Shah Bukhari, Abdul Karim Soomro, M. Nawaz Chandio, Sharjeel Imam Memon, Dr Sikandar Ali Shoro, Fayyaz Ali Butt, Abdul Salam Thaheem, and Humera Alwani (PPP), Fahim Ahmad, Syed Wasim Hussain and Sohail Yusuf Khan (MQM), Abdul Razzaq Rahimoon, Shah Hussain Shah Sheerazi and Dr Sajeela Leghari (PML-Q) and Ali Ghulam Nizamani (PML-F).
In all, 289 lawmakers have so far been given a clean chit while 46 have been declared to be holding fake or invalid degrees.
The Election Commission has already started summoning those accused of holding fake or dubious degrees to decide whether or not their cases should be sent to district and session judges for trial.
Six lawmakers were summoned to the commission last Monday, but only three of them sent their representatives to explain the reasons behind their absence, while the remaining three Syed Mohammad Salman Mohsin, Javed Hussain Shah and Gulistan Khan did not make any representation.
An official of the Election Commission told Dawn that the lawmakers who remained absent had been asked to appear before the commission on Monday (Aug 30).
Six more lawmakers have been issued notices to appear before the commission on Monday.
They are federal Minister for Postal Services Mir Israrullah Khan Zehri, federal Minister for Fisheries and Livestock Mir Humayun Aziz Kurd, members of Pakhtunkhwa Assembly Kishwar Kumar and Khalifa Abdul Qayyum, member of Balochistan Assembly Shamma Parveen Magsi and member of Punjab Assembly Saima Aziz.

Three more lawmakers found possessing fake degrees

Two officials of Gomal Varsity get lucrative posts

PESHAWAR The Government of Khyber Pakhtunkhwa is caught in yet another case of nepotism as two officials of Gomal University, DI Khan, have been appointed on lucrative posts for allegedly facilitating KP Senior Minister Rahimdad Khan in getting a fake degree.
TheNation learnt reliably that two blue-eyed officials of Gomal University DI Khan, namely Dilnawaz and Abdul Rauf, in violation of rules and regulations have been given lucrative jobs allegedly for helping to arrange bogus degree for Senior Minister Rahimdad Khan.
According to sources, Dilnawaz has been appointed as DG Projects Monitoring Cell in P&D department by the provincial Government whereas Abdul Rauf has been appointed as Director Local Fund Audit.
Earlier, Dilnawaz had been elevated to the post of Additional Secretary P&D and then he was appointed as Chief section foreign aid and now he has been given the charge of DG Project Monitoring Cell in P&D department.
Another worth mentioning point here is that Senior Minister Rahimdad Khan is also incharge of the P&D department.
It is pertinent to mention here that Dilnawaz was working as Director Administration in Gomal University DI Khan and Abdul Rauf was serving as Additional Director Finance in the same university.
As they are not civil servants but university employees, therefore according to rules they can not be posted as civil servants. Furthermore, sources informed that Abdual Rauf was retiring on May 31, 2011 and he was posted as Director Local Fund Audit on May 13, 2010 which is in clear violation of rules. As per services rules of the government, an official can not be transferred in the last year of service.
Besides, as per policy of the establishment department these officials can not be given government posts as they are not civil servants and are university employees.
According to sources the VC of Gomal University, Mansoor Kundi, had also cornered these officials for their alleged corrupt practices.
Sources in the university told TheNation that these blue-eyed persons had been awarded for their alleged involvement in preparing fake degree for Rahimdad Khan
It is pertinent to mention here that a case had been filed in the Peshawar High Court against Rahimdad Khan by his rival candidate in the last election for having a bogus degree.
During the hearing, a representative of the Gomal University in Dera
Ismail Khan on October 11 informed an election tribunal of the Peshawar High Court (PHC) that the varsity had no record of the degree of Rahimdad Khan, which he submitted with the Election Commission for contesting general elections held in 2008.
During the question-hour session, the incharge of Degree Cell of Gomal University Dr Hafeezullah informed the court on oath that he had checked the record of degress and did not find the name of Rahimdad Khan in it.
Dr Hafeez also showed his ignorance about issuance of graduation degree to Rahimdad when his lawyer produced before him the same for recognition. He said that signatures of vice-chancellor and controller of examinations were genuine, but he did not know who had issued the degree, as it did not exist in the record. The next hearing in the case will be held on November 1.

Degrees of PM, a number of ministers yet to be verified

ISLAMABAD: Prime Minister Yousuf Raza Gilani and a number of his cabinet colleagues are among over 400 lawmakers whose graduation degrees are yet to be verified by the Higher Education (HEC) because copies of their matriculation and intermediate certificates have not been submitted.
The HEC has informed the Election Commission that it is unable to verify the degrees unless it gets the certificates. A list sent by the HEC has the names of 23 senators, 138 members of the National Assembly, 153 provincial legislators of Punjab, 21 of Sindh, 83 of Khyber Pakhtunkhwa and 11 of Balochistan.
Important people on the list include Foreign Minister Shah Mehmood Qureshi, Information Minister Qamar Zaman Kaira, Environment Minister Hameedullah Jan Afridi, Railways Minister Ghulam Ahmad Bilour, Communications Minister Arbab Alamgir Khan, Population Minister Dr Firdous Ashiq Awan, Youth Affairs Minister Shahid Hasan Bhutto, Minister for States and Frontier Regions Mian Manzoor Wattoo, Food Minister Nazar Mohammad Gondal, Minister for Special Education and Social Welfare Samina Khalid Ghurki, Minister of State for Information Samsam Bukhari, Minister of State for Housing Chaudhry Tariq Anis, Minister of State for Parliamentary Affairs Mehreen Anwar Raja and Benazir Income Support Programme’s Chairperson Farzana Raja.
Interestingly, the name of Education Minister Sardar Aseff Ahmad Ali, whose Oxford degree has been verified by the HEC, also appears on the list. Apparently because he had also submitted his BA degree obtained from the Punjab University along with his nomination papers.
Abdul Qayyum Jatoi, who recently lost the post of minister for defence production for his remarks against the judiciary and the army, is among those whose documents are incomplete.
The list also contains the names of Leader of the Opposition in the National Assembly Chaudhry Nisar Ali Khan, Awami National Party’s chief Asfandyar Wali Khan, former president Sardar Farooq Ahmad Khan Leghari, former chief minister of Punjab Chaudhry Pervez Elahi, Makhdoom Javed Hashmi, Sardar Mehtab Ahmad Khan, Khawaja Saad Rafiq, former interior minister Faisal Saleh Hayat, Kashmala Tariq, Attiya Inayatullah, Amir Muqam and Fauzia Habib. The list of senators includes the names of Law Minister Babar Awan, Leader of the Opposition in Senate Wasim Sajjad, Pakistan Muslim League-Q chief Chaudhry Shujaat Hussain, former finance minister Mohammad Ishaq Dar, former minister of state for information Tariq Azeem, Afrasiab Khatak and Gulzar Ahmad Khan, father of Privatisation Minister Waqar Ahmad Khan whose degree has been declared genuine.
Punjab Finance Minister Tanvir Ashraf Kaira and Sanaullah Masti Khel, who gained prominence after moving a resolution in the Punjab Assembly against the role of media, are also on the list.
The MPAs of Khyber Pakhtunkhwa on the list include former chief minister Akram Khan Durrani, former federal minister Anwar Saifullah Khan and Basheer Ahmad Bilour.

ISLAMABAD: Prime Minister Yousuf Raza Gilani and a number of his cabinet colleagues are among over 400 lawmakers whose graduation degrees are yet to be verified by the Higher Education (HEC) because copies of their matriculation and intermediate certificates have not been submitted.
The HEC has informed the Election Commission that it is unable to verify the degrees unless it gets the certificates. A list sent by the HEC has the names of 23 senators, 138 members of the National Assembly, 153 provincial legislators of Punjab, 21 of Sindh, 83 of Khyber Pakhtunkhwa and 11 of Balochistan.
Important people on the list include Foreign Minister Shah Mehmood Qureshi, Information Minister Qamar Zaman Kaira, Environment Minister Hameedullah Jan Afridi, Railways Minister Ghulam Ahmad Bilour, Communications Minister Arbab Alamgir Khan, Population Minister Dr Firdous Ashiq Awan, Youth Affairs Minister Shahid Hasan Bhutto, Minister for States and Frontier Regions Mian Manzoor Wattoo, Food Minister Nazar Mohammad Gondal, Minister for Special Education and Social Welfare Samina Khalid Ghurki, Minister of State for Information Samsam Bukhari, Minister of State for Housing Chaudhry Tariq Anis, Minister of State for Parliamentary Affairs Mehreen Anwar Raja and Benazir Income Support Programme’s Chairperson Farzana Raja.
Interestingly, the name of Education Minister Sardar Aseff Ahmad Ali, whose Oxford degree has been verified by the HEC, also appears on the list. Apparently because he had also submitted his BA degree obtained from the Punjab University along with his nomination papers.
Abdul Qayyum Jatoi, who recently lost the post of minister for defence production for his remarks against the judiciary and the army, is among those whose documents are incomplete.
The list also contains the names of Leader of the Opposition in the National Assembly Chaudhry Nisar Ali Khan, Awami National Party’s chief Asfandyar Wali Khan, former president Sardar Farooq Ahmad Khan Leghari, former chief minister of Punjab Chaudhry Pervez Elahi, Makhdoom Javed Hashmi, Sardar Mehtab Ahmad Khan, Khawaja Saad Rafiq, former interior minister Faisal Saleh Hayat, Kashmala Tariq, Attiya Inayatullah, Amir Muqam and Fauzia Habib. The list of senators includes the names of Law Minister Babar Awan, Leader of the Opposition in Senate Wasim Sajjad, Pakistan Muslim League-Q chief Chaudhry Shujaat Hussain, former finance minister Mohammad Ishaq Dar, former minister of state for information Tariq Azeem, Afrasiab Khatak and Gulzar Ahmad Khan, father of Privatisation Minister Waqar Ahmad Khan whose degree has been declared genuine.
Punjab Finance Minister Tanvir Ashraf Kaira and Sanaullah Masti Khel, who gained prominence after moving a resolution in the Punjab Assembly against the role of media, are also on the list.
The MPAs of Khyber Pakhtunkhwa on the list include former chief minister Akram Khan Durrani, former federal minister Anwar Saifullah Khan and Basheer Ahmad Bilour.

The Fake Degree mess is now spilling all over the place and not even Honorable Quaid-e-Azam Mohammad Ali Jinnah is spared, as our nongraduate 'ownerable' President Zar' Dari in all Josh and Valvala said in his speach that "Even Quaid-e-Azam was non-graduate then why graduation is mandatory for them."
I dont know what seems to be running in our President’s head, but Jinnah was a Barrister and studied 4 years at Lincoln Inn , London. ( you need to be holding a compulsary graduation degree to become Barrister? DAhhh). So I am not sure what our rrr respectable President was referring to?
It's more interesting that, PTA (Pakistan Telecommunication Authority) has also censored the stated false speech of Mr. Asif Ali Zardari saying Quaid-e-Azam was not gradate.

They must understand that, countries are not run based on lies and deception! as such Election commission has to first certify their particulars in detail (graduation degree) and lead the way for a demoracy based on truth and honesty.
Now the supereme court should have sharp monitoring on the verification process of degrees and take strict action to ban the liers/ fake degree holders for minimum 10 years and bared from holding any public office – such should be punished for lying to the country, to the people and to Election Commission.

Jinnah did not have any formal graduation degree. In fact he had no formal schooling beyond matriculation. He was called to bar at Lincoln's Inn and there was no educational requirement and legal aides learnt the law as they worked in the offices of lawyers and worked their way through exams.
It's an old issue anyways, since this was dealt in the media when AAZ said this.

List of MNA's and MPA's having Fake Degrees
Many MNA's and MPA's of Pakistan are found having fake degrees. It is very interesting that in Pakistan that many well educated (degree holders) Pakistanis are wandering in streets, jobless. While in the same country many illiterate (with fake degrees) persons are ruling over the educated ones.
About 10 politicians of Pakistan are alleged for having fake degrees in near past. Jamshed Dasti (PPP), Nazir Jatt (PML-Q), Muhammad Ajmal (PML-N), Azam Chaila (PML-Q), Bashir Ahmed Bhabhan and Muhammad Khan Junejo (PML Functional), Shaikh Amjad Aziz (PML-N), Haji Nasir Mehmood (PML-N), Haji Pervez Khan (PML-N) are found with fake degrees either by court or they have resigned on same issues. Law Minister Dr Babar Awan has also been accused of buying fake degrees.
There are many parliamentarians who are unveiled but there may be many other in the national and provincial assemblies who are still enjoying the authority of the government. My focus is that how these politicians have dodged the government and people of Pakistan. Who are responsible for such affairs?
First of all, morally these politicians should feel ashamed and ask for Sorry from their voters and whole nation for their misdeed. Secondaly the ElectionCommission of Pakistan should be enquried that why the degrees of these members were not verified. Political parties of these politicians should also arrange for independant inquiry. These politicians should be asked that how and from whom they get the fake degrees.
It is very shameful that it has become an industry for providing fake degrees of every university and every level in Pakistan.
Government of Pakistan and especially concerned departments should take some serious steps to tackle down such steps in future.

Employees of PSM have been protesting for non-payment of five months salaries. The irony is that political leaders of PPP are shedding crocodile tears, completely ignoring bitter reality that it was during their tenure that Moen Aftab was appointed as Chairman who to benefit of Riaz Laljee drove this State Owned Enterprise to bankruptcy. PSM under Moen witnessed its 80% capacity production driven to zero, finally had to shut down, putting at stake employment of thousands of labourers.
It is this mindset where SOE organizations are considered as spoils of war by successive civil and military governments; that they have all become white elephants. WAPDA was handed over to a corrupt retired Zahid Ali Akbar by another PPP government. Similarly PIA was handed over to high school pass crony in 2008, who had a history of financial indiscipline, and was declared guilty of gross irregularities in recruitment of pilots by an investigation committee appointed by Ministry of Defence headed by AVM Mushaf Ali Mir. It was during 2008 to 2012 that hundreds of fake degree holders were recruited in PIA, giving credence to allegations that jobs were sold to the highest bidder.
As they say the fish rots from head down, this crony MD of PIA ordered a flight steward caught red handed while stealing at Dubai Duty Free Shops to be recruited with back dated seniority and not only promoted him but ordered his posting as Manager Catering in Barcelona. Simultaneously CAA was systematically destroyed by another political nominee Fazalullah Pechueo appointed as CFO whilst EOBI, NICL etc suffered huge losses.

Axact CEO Shoaib Sheikh with 23 other staff members, sentenced by a district and sessions court to seven years in prison due to the Axact fake degree scandal. Shoaib Sheikh, has been caught in cases including money laundering, fake degree etc.
Axact CEO and others were sentenced to 3 years under sections 419 and 420 of Pakistan Penal Code and also got fined for Rs. 0.3 million each. The 7 years of imprisonment was made under sections 468 and 471.
The latest development in Axact Fake Degree Scandal
Axact, a Pakistani Software Company, came into limelight during May, 2015 when New York Times tried to expose some of its projects in the media; one of which was fake degree case.
The Supreme Court on hearing the suo moto notice of the Axact fake degree scandal had ordered the Islamabad and Sindh high courts to cover up the appeals against suspects.
Later, the Federal Investigation Agency had filed an appeal against the acquittal of accused, which was accepted by the Islamabad High Court. IHC termed the acquittal of Axact CEO Shoib Sheik Fake.
All the convicts, including Sheikh, had earlier been released on bail and were not present in the court when the judgement against them was announced. Since they did not turn up for the announcement of the verdict, the court cancelled their bails and issued non-bailable perpetual arrest warrants against them.
The latest development reveals that the court has finally sentenced Shoaib Sheikh and his management for a seven-years in prison.
