Not really, on both your points.

Neither Trump, nor Hillary will be able to do much to change Pakistan's relationship with the US, why? Because the president doesn't have as much power as people seem to think (this is why Trump will never be able to deport illegal immigrants on mass, and block Muslims from coming into the US).

Obama doesn't need to do anything, Pakistan should be doing it out of it's own accord. 8 air crafts are MORE than enough.

why is PAF so desperate for just 8 F16's.

Pakistan Air Force needs to achieve better operational availability of its F-16s, as they are heavily used in FATA. So these F-16s will complement the existing F-16s.

Tipu Bhai we still have option to get 10 more and will announce the deal when US releases next funds of coalition support even they want to make it low key, you see only for 8 jets India cry out loud so they don't want any big drama over the issue. Pak will be again negotiating with them once the new President starts understanding the reality on the ground on his/her own. Americans love to push the reset button. With ISIS larking in Afghan backyard, and China/Russia joining the 'great game', the terms and conditions will be again rewritten. Bottom line: more goodies for the Paks..

JF-17 is LIGHT WEIGHT combat aircraft, F-16 is a medium tech. JF-17 is meant to replace the olding mirages and F-7s, F-16 is meant to be the Front Line fighter. JF-17 costs 25 M $. F-16 costs 50 million $. JF-17 is NOT meant to fulfill role of a strike fighter like F-16.
