money isnt a power, true you have alot of reserve's but china will not spend all 3-4 trillion on development outside of china
China needs to keep atleast 3 trillion for its future needs of growing population, hell china needs to slowly transform into a service industry to from a manufacturing power house. The notion you have that investment inhouse are not needed anymore is wrong.

India already gets loan from japan and world bank at a quite cheap rate without any clauses, when china comes inroad it would want its companies to construct the infrastructure or supply equipment.
