If Argentina can purchase a sufficient quantity of FC-1 Block IIIs, then a local integration lab can be created in Argentina with TOT so that they could integrate new systems on to the platform.

This is one advantage that FC-1 offers that Mig35 "will not" offer - by value of Russia conducts its sales - ie FC1 is open for local customisation capabilities development.

They're not chasing new systems, at all, they just want it as is, only with SOME small degree of local production, nothing large scale. They are VERY impressed with it, its also literally 50% cheaper than what Russia offered them. Expect some good news soon.
