The High COmmand for the commies is the POlitBureau and for the BJP is the RSS. Sometimes PMs have great charisma so they can overrule their high commands (like IG and now Modi), sometimes they can't. This isn't a presidential system. Be clear, your PM is only another MP in the Parliament. That's the why it is even I the other democracies (like for the Labor Party for instance). And the reason why it is done so is specifically to avoid one man's judgement to dominate. IT still happens when you have people like Modi or IG, but they are usually the exception not the rule.
