No, better to cut the cord. Let Egypt's military adapt, rely on UNSC 1373 and have foreign forces practice counter-terrorism instead.

Most generals in Egyptian army actually prefer that the US cuts it all which would give them enough reason to cut all cooperation with USA , it also increases their legtimacy in hunting Islamist politicians inside Egypt.

The army is not engaged in fighting terrorists by the way , its only the special forces from the Egyptian central security forces with only logistical and air support from the Egyptian army , in addition to the counter terrorism forces of Egyptian army which have been set up to hunt down terrorists in the first place .

In the next few years the Egyptian army will be interested in engaging MB terrorists in libya and work with Gulf Arab countries to keep Islamists in the Arab peninsula under check .

The Islamists in Egypt have already been finished up , the focus in the future will be on Islamists in Libya and their sleeping cells in the Arabian peninsula with Gaza now completely isolated and out of the game.

You want to associate your own sense of moral high standing with being pro-Israel, but that rests on a wide range of false narratives and assumptions. Being a Jew, you feel a degree of kinship with Israeli Jews. Its understandable.
But reality is detached from what you want it to be. Israel is getting more right wing politically, racist/xenophobic and religiously more ultra orthodox. Israel is not this Jewel in the desert that you propped up in your head.

Extremist militant groups have been depleted in the Sinai, they are no longer able to fund or arm themselves sufficiently due to the tunnel closures which is also limiting their movement. They no longer attack forces stationed there due to the Army's conventional superiority which lead them to this point.

Now they use improvised explosive devices to target convoys, that so far has failed because the military uses electronic warfare measures when it has forces on the move, so remote detonated devices don't work. The militants have taken to hiding within the population which unfortunately has resulted in collateral damage but the affects of that have not been harsh since it's a rare occurrence. The military is continuing its raids which on the whole are quite successful, the leader of the most prominent group in the Sinai was killed in one a few days ago.

What is dangerous though now is the movement of fighters from the Sinai to the Delta, this has already had an impact with the death of 3 troops being transported in Cairo and a few days back 6 troops manning a checkpoint, both of these times the forces were not armed or on duty, it's a dirty war. Today we lost another two soldiers in a raid on militants, the forces killed five of them and captured another four, one of them was a commander in the most prominent militant group and another is suspected to have been involved in the killing of the six troops at the checkpoint, either way the raid put a dent on their bomb making capability as it was a raid on a bomb manufacturing factory they set up. Egypt will prevail and sooner than people think.

The reason they shifted their focus from the Sinai to the Delta is because of the military's success there, if they were conducting operations successfully there then there would be no need to cross the Canal. Btw the commander of ABM in Egypt was killed in the Sinai a few days ago, and the raid that was conducted yesterday near Cairo killed another top ABM commander.

Very difficult to fight against this kind of terrorism and no doubt Egypt will suffer more losses - but at some point it will level off and then start to decline as long as Egypt keeps the pressure on them.

Informants are very important in this type of conflict. Many of our hits against terrorists have resulted from direct information given by Palestinians themselves.

Countries like Algeria had regular terrorism and now it's much more rare than it used to be.

Egypt must never let the Sinai go out of control again.
