As you know , some of most advanced Cruise Missiles world wide has the ability to carry nuclear warheads but it has an export version of Non-Nuclear warhead ... even complying with MTCR .

its can carry both nuclear and non-nuclear warhead .... even in its services in Pakistan would be used mostly in conventional role .... but as the nature of weapon is strategic it will not be offered for export market .... if Egypt is interested we can work on a new conventional cruise missile of range less than 300 km as per MTCR regulations ....

As far as I remember Egypt was negotiating Joint Production of defence products with Pakistan 1 or 2 years back, current status of this negotiation is not known

If my interpretation of MTCR is correct then this only applies to missiles that are produced by a country and then sold without the other country jointly partnering. If the other country has partnered in development then they have joint ownership of all patents regarding it hence the range can be more than 300 km.
