Egypt, along with 7 other countries around the world, refused to sign the CTBT Treaty.
Of the 185 signatories of the Comprehensive Nuclear-Test-Ban Treaty, only 8 are preventing the treaty from entering into force and they are as follows:
• China
• Egypt
• India
• Iran
• Israel
• North Korea
• Pakistan
• United State
A Security Council session was held to urge these countries to sign, but it was rejected again.
Addressing the UN Security Council, Robert Floyd, Executive Secretary of the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO), said: “Our ultimate goal is clear; Complete elimination of nuclear weapons. But we cannot achieve this without a nuclear test ban. The best way to celebrate the 25th anniversary of the Comprehensive Nuclear-Test-Ban Treaty is to get closer to this noble goal.”

It is worth noting that Egypt has already withdrew from the “Nuclear Non-Proliferation Treaty” in 2015. Egyptian President Abdel Fattah al-Sisi also hinted in a television interview in 2015 that Egypt possesses an unknown power that achieves balance with nuclear states.
It is noteworthy that All the other 7 countries are nuclear or at least have nuclear capabilities like in the case of Iran.. This only leads to conclude that Egypt also has nuclear capabilities..
