Economic Losses in Capital Financial Center Karachi

The recent rain have left Karachi devastated yet again
While known as financial hub for Country but the neglect has been ever rising
and the Moonsoon rains yet again have left a trail of Billion Dollar Damage in Capital city Karachi

So much rain has fallen that Hub Dam constructed near Karachi is All time "Full Capacity" and has enough water to provide to Karachi for 2 years and yet tremendous amount of water has been wasted in streets and flooded most of city

There has been no plan to redirect the extra water into Artificial lakes or in interior Sindh

Any other city it would have been declared a Natural disaster.

But since its the orphaned city, no one cares and i would be surprised even if it makes the news. No one dares speak for the city as people from there are ridiculed in social and political sphere.

A keyword search of Karachi on PDF will reveal how the city is hated and discriminated by everyone equally and fairly.

Curiously the ruling party has the mandate for the city. Its citizens remain the only citizens of the country who are told to be Pakistanis.

PTI definitely got over 2/3 majority in city but after curse of 18th amendment power is with provincial govt only where urabn sindh(PTI strong hold ) is 30/70 against interior sindh which PPP still control

If water was properly conserved we could have filled 2 Dams size of Hub Dam unfortunately that water is released into streets

What are the legal things PTI can do in this scenario?

I personally hope he can declare governor rule in Sindh and take it out of its misery. Not sure if that's possible.
