No, its the opposite. Birth rate per 1000 includes all population, old and young, while fertility rate shows how much each woman expected to born during her lifetime.

US life expectancy is much higher than in Russia => Percent of old people in US is much higher than in Russia => thats why per 1000 Russia has more births, although fertility in US is much lower.

Uzbekistan and Turkmenistan are some of the richest provinces in natural gas and oil. Under an able management if Russia can unite entire former USSR as a single country (under capitalistic terms rather than communist model), they will be the biggest energy superpower on the planet.

Russia already has 80% of the world's natural gas, is a net exporter of oil and has untold mineral wealth in their massive country.

Gazprom is already the largest oil and gas company in the world.

Entire Europe literally lives off Russian energy.

Soon China and we also plan to join as big customers.

Add the Soviet CIS and Central Asian countries to this basket + able, just and pragmatic administration from Kremlin in wealth balancing and distribution, and for the first time we will have an energy superpower that has the muscle to defend itself and attack back at the same time.
