If you look at any press releases by ISPR in the past 5 years regarding any socio political situation; you will find his tone to be the same, he knows how to put forward his narrative which appeases both sides. Also, the calling of police, then rangers is always step 1, the Army is called in always after if the primary institutions meant to control such situations cannot control them.
