Its impossible to relegate full blame based on ethnic and racial lines, my friend. African American migration to Chicago in large numbers started around the 1950s and culminated in the 1960s. Most of these migrants were from the south, which largely had implemented Jim Crow Laws, which targeted african americans to vote and even to basic human services such as education, health. The large migration to the north was not planned for nor were the local government units capable of handling the demands, nor were they interested in providing services. As during this time, segregation was rather present in the United States.
The gang activity and crime rates are largely due to the fact that there is a lack of crime response teams. Even now, in large cities like Chicago, Los Angeles, Philadelphia, Atlanta; there are lack of police officers, and with this, there will be an inverse relationship of crime.
The issue of crime rates in urban areas are far more complex than racial lines. It is directly linked to the presence of civil services and resources.
