No Lashkar Mashkar Allows in an Islamic state to make people fight for a Jehad or collect donation for it, chairty work I am fine with that but state must check in coming and spending of those organizations.

Majority of Sunnis does not consider Lashkar e Taiba as soldiers of freedom and Hafiz Saeed as a hero. Same is with Haqqani network and other deobandi organizations. 80% of Pakistani Sunni and Shia population does not support any wahabi or deobandi militant outfit. They believe that army is enough to protect country. But unfortunately, the policies made by our privileged elite in 70's and 80's needs to be revamped.

Pakistan should ban all of these non state actors and if the state needs these militant organizations to do some specific tasks, then the funds and power should be distributed according to the ratio of sects. Otherwise, there will be a new TTP like group after every 20 years.
