PA has constitutional authority to protect Pakistan.

Your sly questions focus only on conventional warfare whereas times have moved on and we have hybrid warfare all over the world.. There's no constitutional prohibition for PA to engage enemies at will in hybrid warfare.

As for Kargil, this is LOC and not international border. To take a few hundred feet of additional area from enemy when the opportunity arrives doesn't require parliamentary approval.

Tell us where in constitution it states that every single operation at LOC needs explicit approval of parliament/senate?

Do you think every single operation of CIA is approved by Congress or President?

when this house has crossed all lines of animosity then it has befriended a sworn enemy state of Pakistan as its friend so for Sherifs Kargil is a back stab to Indian (forgetting India is the original violator that sneaked into Siachin in the first place).

It must also be understood that Vajpayee accused Mian NS of backstabbing, and not Pakistan Army; since Vajpayee thought that on one hand, Mian invited him to Pakistan for talks and on the other, he ordered the Kargil operation.

nawaz is no doubt a traitor but what musharraf did in kargil was also nothing less then a crime. pak and india really came closer a bit when vajpayee visited pak and next moment infiltration started in kargil. timing of the operation was totally wrong. musharraf made sure pak and india never trust each other and they both keep on damaging each other. good thing for the military warehouses of the world who will keep on selling arms to both pak and india and we keep on fighting like fools.
unfortunately in pak no one is doodh ka dhulla and loyal to the country. every leader has his own interests.

Kargil as "payback" for Siachen is a false argument.

The LoC was never demarcated in Siachen itself since the last point was still short and "thence north to the glaciers" open to interpretation, while it was clear in Kargil and violated by the Pakistan Army on its own. There is a reason India stopped on the Saltoro Ridge and did not go beyond it.

Pakistan was forced to back down by the international community for good reasons. The damage Pakistan caused to its reputation by its misadventure continues to this day.

The Army has sabotaged every attempt to improve relations with India, and not just during Nawaz's time in office. That alone says a lot, and remains a grave mistake.
