I explained u million times. Range of SAM vs. low flying target is limited by LOS. For example for 100 m its only 36 km.
So if u fly low u can easily target S-400 with cruise missile without any risk at all.

S-300 / S-400 can not stop the Turkish Airforce F-16s in Libya and Syria ( Lakatia )
Libya is desert country , most of Libya lies in the Sahara desert .... and Libya has mostly a flat undulating plain and occasional plateau with an average elevation of around 420 m
if S-300 / S-400 Radars will be located in Al Jufra Air Base with an average elevation of around 250 meters.
from long range , Radars can not detect F-16s and SOM Cruise Missiles which flies at 5-10 meters
SOM Cruise Missile has range of 280km
and HARM anti radiation Missile has range of 150km
and as you say Russians should deploy S300/S400s in near the seashore to protect Sirte
Turkish F-16s can fly low less than 100 meters over the Mediterranean Sea to attack S300/S400s
and 280km SOM cruise missile is capable of flying under the radar level at 2.5-3.5 meter above the land or sea level
The possible SOM attack will come from the sea to land in this scenario
And will be accomplished under the radar level. Both S300/S-400 will have no chance to detect SOM missile.

btw I realy would want to see 250km Turkish ATMACA naval Cruise Missile with RF+IIR seeker for land attack capability to hit S300/S400s in Libya ...... Turkiye should speed up military projects
